BOARD OF SUPERVISORS
MINUTES - July 19, 1999

The administrative meeting of the Board of Supervisors, held in the Township Building, was called to order at 8:08 a.m. by Chairman Kenneth Miller; also in attendance were Supervisors Zoë Perkins and Karl Brachwitz and Township Manager Allen Heist.

Bill Carroll, equitable owner, and Wayne Ross, owner of Horseshoe Farms Lot 3, were present to review a revised site plan of Lot 3 and request a 40% reduction (7,000 sq. ft.) of the wetlands buffer. Zoning Ordinance Section 2305B provides for no more than 20% reduction of the fifty-foot wetlands margin area, unless determined by the Board of Supervisors that an additional reduction is justified due to existing topographic or physical conditions or specific conditions. Mr. Carroll will adjust the building footprint closer to the setback lines to lessen the impact on the buffer; a revised plan will be presented to the Board at their July 26th regular meeting.

Following an executive session regarding personnel matters, a unanimous motion was made by Mrs. Perkins, seconded by Mr. Brachwitz, to appoint Officer Karl Jones as Acting Police Chief.

Wesley Horner, Brandywine Conservancy, will discuss TDR's at the West Vincent Land Trust meeting to be held Tuesday, September 7th at 4:15 p.m.

Correspondence was received from CenterStage EMS regarding a four-hour Basic First Aid and CPR program available at a cost of $600 for groups up to ten. The Board authorized scheduling a training session for the administrative and road staff; other certified agencies will be contacted for a price quotation.

Solicitor Greenwood will contact Morgan Brothers Builders regarding completion of the As-Built Plans for St. Stephens Greene; money for completion of the project is available in an escrow account held by the Township.

Manager Heist will contact Cathers & Associates, Inc. regarding design plan refinement and preliminary construction documents for the Municipal Complex.

Lawrence Kanavy returned the Board's Conditional Use Application Decision with changes noted regarding the sprinkler and standpipe requirements. The Board does not agree with the proposed changes; Mr. Kanavy will be invited to meet with the Board at their July 26th regular meeting.

Manager Heist will contact Tim Townes, J. Loew & Associates, Inc., regarding the Wetherill Water System. Apparently, the well has been tripping out on low water level; well levels will be monitored and the Developer will be requested to pursue connecting the second service well.
